Carr, 19, polled in the final four rounds of the season to win the premier under-18 competition's best and fairest on 17 votes, three clear of Oakleigh Chargers half-forward Toby McLean.
Having missed his bottom-aged year in 2012 with injury, Carr was eligible last season for the draft but was overlooked.
He returned to the Power this year as an over-aged player and averaged 24 disposals through the midfield. He ranked first in the competition for contested possessions and second for clearances.
Carr polled in eight of his 17 games, including four best-on-grounds, to continue his club's recent success with the Morrish Medal. Josh Scott (2013) and Nick Graham (2012) were winners in the past two seasons.
McLean's terrific first year in the TAC Cup was recently rewarded by an invitation to test at the NAB AFL Draft Combine at Etihad Stadium, which starts later this month.
Likely top-three draft pick Christian Petracca from the Eastern Ranges was one of four players on 12 votes, alongside Brayden Monk (Western Jets), Touk Miller (Calder Cannons) and Alex Urban (Oakleigh Chargers).
