Carlton has placed Andrew McInnes on the long-term injury list as he recovers from a knee reconstruction and promoted Bell, who was named in the club's NAB Cup squad against Greater Western Sydney and the Sydney Swans on Sunday.
The 21-year-old impressed last year, playing the last seven games of the year and earning a spot in the Blues' line-up.
Although there was no space on the club's senior list to promote him at year's end, Bell has said he never entertained the idea of moving for greater opportunities and security at another club.
He signed a two-year deal with Carlton, with an option for a third season, and now appears in contention to play in the Blues' round-one meeting with Richmond after being elevated.
"I understand that there just wasn't enough room to elevate us all, and I was more than happy to stay on the rookie list," he told AFL.com.au earlier this month about his decision to re-commit to the club.
"I'm at an excellent club and we're definitely going forward, so there was no chance of me ever leaving Carlton.
"I'd like to think I've got a lot more years left in the game. The time is obviously going to come when I do get on the senior list. I've just got to take my opportunities when they come. I just want to keep the ball rolling."
Meanwhile, Geelong has placed Dawson Simpson back on the long-term injury list, but has not upgraded any player from the rookie list as yet.
