Jaksch nominated the Blues as his preferred destination after he announced he wanted to return to Victoria.
Whiley, a 21-year-old midfielder who has played 12 games in three seasons with GWS, has also become a part of the discussions.
Carlton's football operations manager Andrew McKay told NAB AFL Trade Radio that there were a number of scenarios being discussed including the exchange of pick 7 for pick 19 as well Jaksch and Whiley.
"We're still going through a number of connotations with GWS," McKay said.
"There's a bit of water to go under the bridge before we can confirm anything.
"It's a possibility.
"Certainly Mark, he'd be good for us - a big-bodied midfield type that wins a lot of the ball, certainly at NEAFL level."
McKay said that the Blues were trying to reshape their list with a particular emphasis on drafting young players but also bringing in players in the 20- to 24-year age bracket.
"It's not a rebuild as such," he said.
"Really what we're trying to do is just regenerate and improve the list."
Jeff Garlett was traded to Melbourne on Thursday. The Demons will hand over picks 61 and 79 to Carlton for Garlett, while they will get back the Blues' pick 83.
McKay said there had been some interest for Mitch Robinson but nothing official yet. He also confirmed there had been a couple of inquiries for ruckman Robbie Warnock, but he was under contract and unlikely to move.
Brock McLean's future is unknown with the veteran being told by the Blues that he is not assured a contract for 2015.
"Each club has got a couple of players that are hanging in the balance and unfortunately Brock is one of those players," McKay said.
"So we can't rule him in or out at this stage. It'll depend on the numbers on the list."
Midfielder Kane Lucas also falls into that category for the Blues and is believed to be weighing-up a return to WA.
