Cockatoo's injury was revealed early on Friday, while Bews lost his place after just eight touches last week.
Veteran defender Andrew Mackie has been rested and young forward Daniel Menzel misses a groin injury.
Lincoln McCarthy, Jake Kolodjashnij, Tom Ruggles and Shane Kersten all return to face the Tigers.
Teams: this round's full line-ups
Richmond has lost tall forward Ben Griffiths to a groin issue while Adam Marcon has been dropped despite collecting 22 possessions against Collingwood last week.
Youngster Ben Lennon has been named after a standout performance in the VFL and Shane Edwards also returns to add some experience for the Tigers in Jack Riewoldt's 200th game.
Adelaide has lost defender Paul Seedsman (corked buttock) for Sunday's clash against Fremantle but regain veteran midfielder Scott Thompson.
Mitch McGovern has also been included for the trip west with Cam Ellis-Yolmen the unlucky Crow to make way.
The Dockers have made just one change with youngster Connor Blakely returning after two weeks in the WAFL. Hayden Crozier misses with a calf injury.
Garrick Ibbotson was dropped on Thursday but reinstated in the squad on Friday and has been selected to play after Ross Lyon felt the Dockers needed Ibbotson in defence on team balance.
Essendon has made four changes for Sunday's clash against Gold Coast at Etihad Stadium, with Mathew Stokes headlining the inclusions.
Jonathan Simpkin, Orazio Fantasia, and Jake Long also come into the side with the son of Dons legend Michael Long making his debut.

Midfielder Aaron Hall returns after three weeks on the sideline with a hamstring injury and Keegan Brooksby and Adam Saad also return.
Travis Cloke has been axed by Collingwood for the third time this season, with the Magpies making five changes ahead of Friday night's clash against the Western Bulldogs.
Cloke, who spent six weeks in the VFL mid-season, has been sent back to the lower level after kicking two goals in his past three matches.
He was part of a disappointing Collingwood forward line against Richmond last Saturday, kicking 1.1 and laying one tackle.

Jonathan O'Rourke, Tim O'Brien and Kurt Heatherley have all been omitted.
The Kangaroos have made two changes, with defender Lachie Hansen in from the cold for his first AFL game since round two.

High-profile recruits Lewis Jetta and Jack Redden will remain in the WAFL.
Young St Kilda forward Paddy McCartin returns for Saturday night's clash against the Sydney Swans after kicking a bag of five goals in the VFL.
It will be the No.1 draft pick's first senior game since suffering concussion against Gold Coast in round 15. He replaces midfielder Luke Dunstan (shoulder).
The Sydney Swans go into their clash against St Kilda on Saturday night unchanged for second week in a row.
Port Adelaide has turned to ruckman Matthew Lobbe after three matches in the SAFL as it prepares to combat Melbourne star Max Gawn at Adelaide Oval on Saturday night.
