The agreement will avoid a levy being charged to Adelaide and Port Adelaide members or people who attend AFL matches at Adelaide Oval in 2015.
The cost of the free transport will be shared among the state government, the SANFL, the Adelaide Oval Stadium Management Authority and the Adelaide and Port Adelaide football clubs in 2015.
The clubs are expected to have to tip in $700,000 each to meet the cost.
Adelaide CEO Andrew Fagan confirmed it would not pass on the levy to members and would absorb the cost next season.
"With the levy now finalised, we will release 2015 membership packages in coming days," Fagan said.
"There will be in most cases a minimal rise in prices, which were planned and established well before the public transport levy.
"This reflects the higher cost of staging and attending matches in the heart of our city, and Adelaide Oval is no doubt one of the best sporting venues in the world.
"Our base 11-game membership will only increase by $10, while a three-game membership goes up by just $5.
News Ltd reported on Saturday that negotiations between the government, football and stadium interests concluded on Friday over the $3.1 million bill for public transport to AFL games in Adelaide next season.
Port Adelaide CEO Keith Thomas said the decision was "a win for members".
Adelaide Oval was a huge success in 2014, averaging crowds of 46,365 and winning plaudits for its atmosphere.
