Negotiations have been slow for Bruce with selection No.41 not satisfying the Giants, but the Saints are refusing to budge from their original position.
Bruce's manager, Ben Williams from Players Ink, told AFL.com.au that Bruce was definitely leaving the Giants.
"If the deal doesn't get done, he'll go into the pre-season draft," Williams said.
St Kilda has the third pick in the pre-season draft, with the Giants and Melbourne ahead of them.
At various stages the Giants have tried to explore other possibilities to make the deal more palatable, including making St Kilda defender Sam Fisher part of the trade.
However the Saints have been adamant for a week now that Fisher was not leaving St Kilda.
The Giants also met with Bruce's management early this week in an attempt to convince the talented defender to stay at the club.
But the negotiation appears to have come down to the Giants accepting pick No.41 or losing Bruce via the pre-season draft.
Bruce, 21, has played 14 games for just one win with the Giants after making his debut in round 5, 2012. The talented defender from Canberra attracted interest from several Victorian clubs.
The Giants are still trying to secure Jed Lamb from the Sydney Swans after he accepted an offer from the club on Monday and is in the race to get Andrejs Everitt, who is also considering leaving the Sydney Swans.
Greater Western Sydney currently has picks No.1, 2, 14, 29 and 48 in the AFL National Draft.
St Kilda has picks No.3, 18, 19, 25 and 41 but is looking to use pick No.25 to secure Lions ruckman Billy Longer.
