Thomas, who played just five games in 2013 because of a serious ankle injury, is expected to meet with Carlton next week, with the Blues likely to submit him to medical testing.
Collingwood also plans to examine the 26-year-old premiership star as he continues a surgery-free rehabilitation.
Thomas underwent surgery in May, but he has since consulted with multiple surgeons and it was decided more surgery was not needed.
Speaking on Nova 100 on Friday, he said he was "confident I could pass any sort of medical".
Speculation is growing Thomas will take up a sizeable, long-term offer to join Carlton.
Contract talks between Thomas and Collingwood have been on hold this season, but the midfielder indicated on Friday he was also ready to talk to the Magpies.
"All along throughout the year, the talks kind of became on hold while I was making the comeback," he said.
"Now that the season is over and the club doesn't really have a lot to worry about except trying to re-sign players, now it's time for my manager and the club to start talking."
The Blues are reportedly set to table a five-year deal worth $3.5 million to Thomas.
His manager, Paul Connors, this week confirmed the Blues' interest.
"That's the beauty of free agency, you're allowed to have a look," Connors told SEN.
"They (the Blues) want to talk to him.
"Now that the season's finished there might be an opportunity to do that."
