Scott is adamant that the penalty should have been greater.
"I think the system's flawed. Clearly," he told Fox Footy's On The Couch program on Monday night.
"For that to be worth two weeks … I think everyone in the world would say, 'That just doesn't smell right.'"
The MRP graded McKernan's strike as reckless rather than intentional, a decision that panel chairman Mark Fraser defended on The Verdict earlier on Monday.
"We absolutely thought about that," Fraser said. "So … we just thought he didn't sort of lead in with the elbow at all.
"He's gone and turned his body at the same time as he's ended up raising the elbow, so we thought it was a more reckless act."
Scott also believes the panel should have explained why it failed to penalise Hawthorn star Sam Mitchell for his high contact on Geelong tagger Taylor Hunt during Saturday night's big clash at the MCG.
The incident was looked at, but it was not included in the MRP's report released on Monday afternoon.
"I was surprised by that one," Scott said. "Blicavs was felled behind the ball. That wasn't looked at as well.
"I've heard the view that the Match Review Panel convene on Monday morning as part-timers and get sort of spoon-fed the incidents to look at.
"I don't think that's good enough. I think they should be meeting after every game and going through the game forensically, making sure they cover off all the bases.
"To get together for a couple of hours on Monday morning, I think does a disservice to the game."
