The Saints delisted Ledger at his own request on Grand Final day after the 21-year-old decided to seek a fresh start, having played eight games in three seasons with the Saints.
Ledger's manager, Jason Dover of Stride Sports Management, told AFL.com.au on Monday his client had decided his best chance of finding a new home was via one of November's three Gillette Delisted Free Agency Periods.
"I want to thank Chris Pelchen and Ameet Bains at the Saints for agreeing to Tom's request to be delisted," Dover said.

"We think by doing this Tom can start to look at opportunities at other clubs, and it gives him a better opportunity of being picked up as delisted free agent, not having to rely a trade.
"Tom realises there are no guarantees he will be picked up, but it was a calculated risk he was prepared to take to get the fresh start he thinks he needs."
AFL.com.au understands West Coast and Fremantle are among the clubs interested in the former Claremont player, but Ledger is prepared to stay in Victoria given the right opportunity.
It is understood three Victorian clubs have expressed an interest in Ledger.
Dover said Ledger was at home in Western Australia and had continued training in an effort to build on the aerobic gains he made this year.
"Tom had disjointed pre-seasons before last year, but really started to build his aerobic base last pre-season," Dover said.
"He was really keen to get straight back into training to give himself every opportunity if he gets another chance."
