Hurley trained strongly with the Dockers in the lead-up to last year's NAB AFL Rookie Draft but was not selected.
However, it's understood the club and Hurley are working towards an agreement that would see him arrive at Fremantle at the end of 2014 following the conclusion of his Gaelic football campaign.
The 22-year-old would be on the club's category B rookie list as an international athlete.
The 196cm and 92kg prospect has good speed and attended the 2012 NAB AFL Draft Combine before returning last year for a trial with the Dockers.
At the time the club was pleased with Hurley's aerobic capacity and his ability to grasp the skills required with the new ball.
Hurley comes from Johnstownbridge in northeast Ireland and has played with Daniel Flynn, who was selected by Port Adelaide last year.
Flynn made his AFL debut in the NAB Challenge for the Power before flying back to Ireland for an indefinite period after struggling with homesickness and to visit his terminally ill grandfather.
Hurley and Flynn will both play for the European Legion against the AIS-AFL Academy side in London next month during the Academy's two-week tour of Europe.
The Academy, featuring 31 of the country's best under-18 prospects, will spend a week in London preparing for the game before ending their trip in Varese, Italy, where they will be bunkered at the Australian Institute of Sport's European base.
Flynn's younger brother Luke will also be a member of the European Legion's side.
