Des Headland (shin soreness) will also be missing from a Fremantle side that Harvey estimates has eight to ten players still fighting for full fitness.
Harvey said Pavlich would be joining his teammates on Subiaco Oval if it was round one, but the coach needed to monitor how many serious hit-outs he had between now and Fremantle's season opener.
"We'll just see how he comes up later in the week, and he might be one of those interchange players that we use for 50% of the game," he said.
"[We'd like to play him] especially if you're playing some of the younger players ... they look up to him so much and [for] the direction he gives".
Nevertheless, Harvey was quick to shift the leadership responsibilities to his other senior players, saying he would be placing an emphasis on making sure they help the team's younger brigade fit in quickly.
One young gun who will definitely feature is prized draft pick Stephen Hill who put in an eye-catching intra-club performance last Monday.
Harvey said Hill and a number of the club's other new recruits would get their chance against the Tigers as the club prepares for its round one match of the premiership season.
"It would be fair to say we're going to play quite a few of our younger players," the coach said. "Whether that be listed players or rookie players, we've got to work on that balance.
"[Hill] has produced everything on the training track and in the game -- even though it was an intra-club which I don't really rate from a performance point of view. But he's just got some ability ... that suggest he can play a game at this stage, so we'll see how he goes this week.
"I don't want to build this up to be too big, but you look for a kid like that just like we did with Rhys Palmer last year."
In welcome news for Fremantle fans, midfielder Paul Hasleby will make his return to football on Sunday against Richmond.
