Fremantle had one position remaining on its main list - with defender Antoni Grover given 'veteran' status - and have applied to the AFL to have Lower as their nominated rookie.
Lower was delisted by Port Adelaide at the end of 2009 after playing 20 games in four seasons.
He spent 2010 at SANFL club Norwood, where he finished runner-up in the league's best and fairest, the Magarey Medal.
He was given another shot at the AFL when Fremantle took him with the 37th pick at the 2011 rookie draft and impressed in all four pre-season games for his new club.
Lower's twin brother Ed has played 42 games in the past five seasons for North Melbourne.
