The internationally-experienced Lowe joined the Bulldogs late last year as the club's high performance manager, and was identified as the standout candidate to fill the position left vacant by the departure of James Fantasia to Hawthorn.
Richmond assistant coach Wayne Campbell had been mooted as a potential candidate for the role.
Bulldogs chief executive Simon Garlick said the Bulldogs were thrilled to secure such a "top notch individual" with a "proven record" of managing elite sporting organisations, including the All Blacks, New Zealand Rugby Union, Scottish Rugby and BMW Oracle Racing.
“We recognised that we had found someone exceptional when we brought Graham to the club last year and we are excited by the opportunity of having someone of his international standing in the critical role of general manager of football," Garlick said.
Bulldogs football director Chris Grant has also been impressed by Lowe’s leadership and strategic abilities.
“Graham will play a central role in maximising the effectiveness of our football department, leveraging his professionalism and diverse sporting experience to get the best out of our on-field team and, critically, the talented people around them,” he said.
Lowe said he was enthusiastic about his new role.
“I see the key principles I have used both working and managing in various sports environments, including international rugby, to be directly transferable to the requirements of this role,” Lowe said.
“I’m excited by the challenge of further shaping these skills to footy and bringing together the talented group of people we have here, to take this club forward."
