Now into its 11th day, the trade period has moved at a crawling pace, with only three deals completed so far.
Clubs still have another seven days in which to finalise their deals, with the period not closing until 2pm AEDT on 25 October.
Speaking on Melbourne radio station SEN 1116 on Thursday, Swann likened the lengthy trade window to a school homework deadline.
"To be perfectly honest, it's not fair on the players - there's a lot of pressure on them," he said.
"Also from an administrator's point of view, it just goes for too long.
"It's a bit like school homework; when you know you've got three weeks, you wait until the end to do it all, so most of the deals will probably get done next week.
"All that really happens is there's a lot of speculation in the meantime, and most of it's not right."
The Blues have signed Dale Thomas as a restricted free agent, and were part of the opening deal of the trade period, sending Shaun Hampson to Richmond in exchange for pick 28 in the NAB AFL Draft.
They are now in talks with the Brisbane Lions over a deal for young half-back Sam Docherty.
Contracted Carlton defender Josh Bootsma has expressed his willingness to be traded to West Coast if a trade can be agreed on, but Swann said he expected the young West Australian to remain at Visy Park next season.
Swann also revealed that 17 Blues players had undergone minor post-season surgery, including ruckman Matthew Kreuzer.
Kreuzer underwent repairs on his foot and knee, but will be fit to play in round one next season.
