Neagle was delisted by Essendon in November for failing to meet fitness criteria, but continued training with the club and was selected in this month's NAB AFL Rookie Draft after being given a lifeline by new coach James Hird.
Traditionally, rookies have numbers ranging from the late 30s to the 40s.
Fellow redrafted rookie Tyson Slattery will retain his No.36 jumper.
Top draftee Dyson Heppell, who was selected with pick No.8 overall in the November NAB AFL Draft, will wear No.21, which was not used in 2010.
Fellow Victorian draftee Ariel Steinberg has been given the number 25, which was carried by delisted Michael Still this year but famously by forward Scott Lucas in 270 matches between 1996 and 2009.
Other draft acquisitions Alex Browne, Luke Davis and Michael Ross will wear 24, 27 and 38 respectively.
Pre-season draftee Michael Hibberd will wear No.43, most recently worn by Bachar Houli, who quit the Bombers and has been drafted by Richmond.
New rookies Josh Jenkins and James Webster will wear numbers 46 and 47.
