Carr, 28, advised coach Mark Harvey in late August that he wished to move back to his original club, following the retirement of his Fremantle teammate and brother Matthew.
A deal between Fremantle and Port Adelaide could not be reached during trade week, which left Carr a reluctant member of Harvey's side.
After being cut loose by the club, Carr can now nominate for the November 29 NAB AFL National Draft as well as the December pre-season draft, in the hope the Power give him a second chance.
The tenacious ball winner played 105 games in the teal between 2000 and 2004 – including the 2004 premiership - before seeking a trade to Fremantle to play alongside his brother in his native state.
He has since played 83 games for the purple haze, and was a member of the leadership group in 2008.
At the time of his decision to seek a trade back to South Australia, Fremantle's general manager of football operations Chris Bond said the club was disappointed in Carr's change of heart.
"The club made a significant investment four years ago to bring Josh back to Perth, so obviously we are disappointed," Bond said.
Carr is the only Fremantle delisting, with Matthew Carr, Peter Bell, Heath Black, Jeff Farmer, Mark Johnson, Luke Webster and Shaun McManus all retiring.
Ruckman Robert Warnock is the only other departure after being traded to Carlton during the trade period.
Rookies Brent Connelly and Luke Pratt have been retained, meaning Riley Dunn, Calib Mourish and Chris Smith have not been offered further contracts.
In other Fremantle news, key defender Antoni Grover has signed a contract extension that will see him remain at the club until the end of 2010.
